#Value when trying to concatenate

Hi,

I am trying to concatenate two cells with a dash in the center. I have never had a problem like this where it just won't calculate. I don't know if it is the settings in the spreadsheet (not mine) or something else. If I try a simple =Right it will not calculate. Here is an example of sheet where I am trying to concatenate the cells in B18 with a dash then C1. Anyone know why this is happening? Thank you in advance!

Nothing wrong with that, you could try textjoin

What exactly do you have in B18 & C1?
