Variable conditional format with different entity

Hello,
First, I want to apologize if my english is not great. I am french and look forward to get tips from you for my project.

My wish is to create a conditional format that is not fix to one same formula but a variable format which change for each column and each row...
I can make it work now but it requires me to do two conditional formats per case. My problem is I want to have more than thousand cases so I have to automatize this work.

Right now, I have to manually change for each row the number (In this project from 10 to 16) and it's my main concern. I would have liked to be able to have one same conditional format for one complete column.

The aim of this project is to see per project if I have enough stock or not. So first project just compared to the stock. Second project compared to the stock minus the first project. Etc etc
If the condition is good > Green background. If the condition is not good > Red background.

Right now, my conditional formats (green + red) are only installed for the row 10. (J10+K10 = Green because enough stock ; L10 = Red because not enough stock to complete the project)

I hope you understand my explaination and I hope you can help. Thank you very much and I can of course give you more details.

There is a drop-down next to the AutoSum symbol. Open the drop-down to choose AVERAGE, COUNT, MAX, or MIN

Select J10:M16 & use this formula
Excel Formula:
=AND(J10<>"",SUM($J10:J10)<=$F10)

Problem : I don't understand how this formula works. It's not a problem but I like to undrestand.
What means "J10<>""" ? It could be great to know more so I can be a better man :)

That means J10 isn't empty, it's to prevent empty cells from getting formatted.
