% Variance Range Conditional Formula

Hello. I need help with a 3 color scale conditional formula.

Maximum: Need the cell to be Green if the % variance is 10% or less. So if the cell shows -5% or positive 5%, it should be green
Midpoint: Need the cell to be Yellow if the % variance is 15%. So if the cell shows -18% or positive 18%, it should be close to the yellow color.
Minimum: Need the cell to be Red if the % variance is 40%. So if the cell shows -60% or positive 60%, it should be a red color.

Does anyone know how I can set this up??? I've tried to google this to no end and I can't seem to find a conditional formula or setup that accounts for both positive and negative conditional formats.
