VB to distribute Qty parts produced

this one has me scratching my head

I have attached a screen shot

Column A contains a list of part numbers produced
Column B has the planned Qty by PO number
Column B is imported automatically from machine . the machine dump only outputs Part number and Qty total,

what I need is a VB code to re-assign the Finished Qty.
eg when Part number A ( in Cell A2) finished Qty ( in Cell C2) is greater than planned QTY (Call B2) then find the next Part number A (Cell A12) and re calculate its Assigned Qty. in this case its. and keep going down the sheet in this fashion
if there is a remainder left over then this should stay with the last product ''A'' found

end of the worksheet is row 1000.

anyone think they can figure this out
