VBA: Autofill to last row not working

Bolded part is not working. This is intended to work off whatever cell is selected, hence the activecell.address wherever it appears. Anyone know what to fix in this situation?
 

Excel Facts

Format cells as time
Select range and press Ctrl+Shift+2 to format cells as time. (Shift 2 is the @ sign).
