VBA Coding to apply Data Labels in a Stacked Bar Chart

I have coded a Chart successfully, pulling in all the information to create a horizontal Stacked bar chart with five different series.

I have applied data labels to the data points successfully and they are currently in the center of each of the bands of the stacked bars (separate band for each of the five series).

My issue is: when the values are small the bands are correspondingly narrow. The data labels then get all jumbled over one another and are unreadable.

The question is: Is there a way to make the data labels alternate above and below the bar or be a fly-out with an arrow that points to the bands?

As an example, think of what you would do with a map of the United States and were trying to reference the states on the East coast that are too small to contain the Names within them on a map.

Any ideas on this?
