Windows 7, Excel 2007. Could anyone write a macro to delete all the conditional formatting on the worksheet, then apply conditional formatting to column A that will fill in the interior color (any color would be fine, just not clear) with the formula =AND($D1<>"",$A1=""). The macro recorder is not getting the formula right, thanks. Names don't matter, I will be pasting it into another macro.

Waterfall charts in Excel?
Office 365 customers have access to Waterfall charts since late 2016. They were added to Excel 2019.
Try on a copy of your data
Code:
Sub addCF()
    Cells.FormatConditions.Delete
    With Columns("A:A")
        .FormatConditions.Add Type:=xlExpression, Formula1:= _
                              "=AND($D1<>"""",$A1="""")"
        .FormatConditions(1).Interior.ColorIndex = 6
    End With
End Sub

Thank you, that works fine. My quotation marks were off before and that is a lot shorter than the macro recorder will do.
