VBA : Copy Data From .txt files and paste on to Excel Master Sheet

I have multiple .txt files in the same folder with Serial Numbers and their Names. I would like to copy data from these txt files and paste it onto an excel master sheet. While copying data from the first txt file in a folder, I want to exclude starting 9 lines/rows and for the rest of the files I want to exclude starting 10 lines/rows.

Please guide me through the easiest way to write VBA code and share learning resources.
