VBA - disable insert partial rows

Is it possible in VBA to disable inserting partial rows to let the user only insert full rows. Protecting the worksheet is no option because of all the macro's behind the worksheet. Thanks in advance :)

Protecting the worksheet is no option because of all the macro's behind the worksheet.
You can run macros on a protected sheet, because you can automatically unprotect the sheet at the start of the macro and protect the sheet again at the end of the macro.
This would be easier than trying to disable inserting cells which is going to be difficult to detect. You can then use a macro to insert a row if the user needs to.
