vba for copying / inserting a fixed number of times based on a cell value

i'm trying to create something the have the folowing effect:

i'll have to do it in vba i suppose, but it's been to long since i wrote code and i'm just not getting anything to work anymore...

do you guys have a vba for this kind of problem?
