VBA for Formatting Cells in a Range

I want to highlight every cell in E7:E3000 that is blank red. However if there is a value in the corresponding cell in column D then I want the cell to stay unformatted.

Example:
If E7 is empty and D7 is empty then E7 needs no formatting.
If E7 is empty and D7 has something in it then E7 needs to be red.
If E7 has something in and D7 is empty then E7 needs no formatting.
If E7 has something in and D7 has something in then E7 needs no formatting.

This needs to cover all cells down to E3000.

Can anyone help?
