VBA Help: Only allow Copy and Paste Special Values

Good day all! I've been doing a lot of searching and Googling, and not finding a clear answer on what I'm looking for. Simply put: I have a multi-sheet workbook used by a large number of individuals, and want to restrict users from cutting, pasting, and dragging while the worksheets are protected in order to preserve conditional formatting. The cells in affected cannot be protected along with the sheet due to data validation lists. I've seen a few solutions that are close, but they seem a bit excessive, convoluted, or slightly off from what I'm trying to accomplish. Any help on this would be greatly appreciated. Thank you!
