VBA Loop

I am trying to calculate the optimal way to load containers.

I have the current amount of fuel in each container and I have the amount of fuel I know will burn in aggregate prior to reaching my terminus where I will refuel the containers.

I can choose which container I burn fuel from.

I can refuel a container which is less than 10% full, if its >10% the fuels wont mix. I want to be able to load as much fuel as possible at the next terminal.

So I have the following inputs stored in an excel:


I think the answer for me is to create an iterative loop such that I satisfy my criteria; to maximise fuel loaded subject to the limitation that I can only load into containers where my capacity prior to loading is less than 10% of the full capacity.

I havent used VBA for a long time and I am struggling to come up with the code to run this.

Any help would be really appreciated.
