VBA Name changing InUse_No.txt to InUse_YES.txt using FileControlFolder

Mornign All,

I have this program where if a person open this workbook the txt file in the folder \FilesInUse should change from InUse_NO.txt to InUse_YES.txt using the code:
Name FileControlFolder & "\InUse_NO.txt" As FileControlFolder & "\InUse_YES.txt"

There is also another code which works!!!!
TextFile_Create (FileControlFolder & "\" & Environ("UserName") & ".txt") yet the above code Doesnt.

I attach 2 workbooks that I have been testing and mucking around to see if other code can work
