VBA: PERSONAL.XLSB (Personal Macro Workbook) won't start on Startup.

This is weird. My personal macro workbook won't run on startup and I cannot access my saved Macros in Excel unless I physically open the PERSONAL.VLSB from the XLSTART folder. Any thoughts? I've played around all the options and account settings...

Prior to this problem, I could not open PERSONAL.VLSB at all because it keeps crashing.

Excel Optiond > Add-Ins, Manage: Disabled Items, press Go. See if Personal.xlsb is on the list.
