VBA to ensure all cells in a table row are filled out

Hi Team,

I want to make cells mandatory to be filled out in a table row, especially in column M4:M (qty) and in every inserted row below row 5 & the "total" bar.

I don't know how the check on the table & blank cells could be triggered?! Maybe to attach the code in the "insert row" macro command button? The below code doesn't work though automatically
