VLOOKUP Function Problem

I am having some difficulty using the VLOOKUP function. I am trying to use the value on Sheet "IMR 700-X", Cell F2 as the value I am trying to find in my table on Sheet "IMR" Range A1:B27. There may not be an exact match on Sheet 2 so I want it to return value that is closest (but less).

Sheet "IMR 700-X" Cell I2 contains this formula:
=VLOOKUP("F2",IMR!$A$2:$B$27,MATCH("700-X",IMR!$A$1:$B$1,))

This formula works. It does return the correct value. When I try to copy the formula down the row (to I100) it fails. I have changed the "F@" manually to "F3" and so on to no avail.

Please, can anyone help. This is just making me crazy.

Repeat Last Command
Pressing F4 adds dollar signs when editing a formula. When not editing, F4 repeats last command.
Not sure your formula makes sense to me without seeing some data, but also don't understand why you have "" around the F2 unless F2 is not referencing a cell and it is considered text.
