vlookup or sumproduct with lists

Is there a simple way to do a lookup in a list?

For example in column B sits a bunch of codes, and on sheet1A2:A8 sits specific codes I am trying to isolate. I want to throw a formula in column C that says if b2 falls within sheetA2:A8 then give me b2, otherwise give me "non medicaid". I believe there is a simple way to do this...would it be a sumproduct formula?
