VLOOKUP Problem - Does uneven amount of reference and table data matter?

This is a pretty simple problem, but I can't get it right. I want to take a reference column with 380 rows, use a table array of 254 rows of data to lookup against, and then populate the finished vlookup column down 380 rows with the looked up data from the 254.

When I copy the finished vlookup formula down the column it moves the reference cell down each time, to where eventually reference rows from 255-380 are all ERROR. How do I take a static set of table array data that's different size then the reference data? Make sense?

Is there a different function then VLOOKUP to be using?
