VLOOKUP problem

I'm trying to use VLOOKUP. I think I have done everything correctly but it only seems to return the correct number sometimes. I'm using excel 2003. The rest of the time it returns the number at the bottom of the second column of the array. It's the most basic situation where you have two columns.

Anyone ever had this problem before...?

Thanks, hope that's enough info.

When did Power Query debut in Excel?
Although it was an add-in in Excel 2010 & Excel 2013, Power Query became a part of Excel in 2016, in Data, Get & Transform Data.
Try setting the fourth argument to FALSE. e.g

=VLOOKUP(A1,B$1:C$100,2,FALSE)
