Vlookup to simple for my research

I have a question?
I have data in 2 columns that I need to match. They can match approximately but they need to match within a certain range. I tried using vlookup but I believe that it is too simple to use. If I put FALSE then it will match to the previous number and that might be off by a lot. Any advice?

Here is a sample of my data. I would like to match column one with
column 2 and display column 3. I would like to get as close as I possibly
can to match the two values. The example shows 928 in the first column and the closest number is 960. However, when I do VLOOKUP it matches to the number before 960. How to I get close to the number I want? Any suggestions?
