VLOOKUP with multiple equations and cells refrencing to 1 line of data on another sheet

So, I have this spread sheet that has fifteen lines of equations that stretches out to BV number of columns. It essentially vlookups to another tab that spreads all that data across one line in another sheet. When I copy down the first spread sheet that has all the equations with 15 lines of equations that vlookup to the 1 line of data on the other spread sheet, it skips exactly 15 lines and plugs in the right information for that line but skips the 14 lines before it that need to be vlookup'd. Is there something I can plug into my equations that would say "use the very next line of data on the first spread sheet for these fifteen lines of equations" and repeat that roughly 400 times? I wish I could attach screen shots, but I don't believe I am allowed to. Any help would be greatly appreciated! I can try to clarify more if need be!

**I need these 15 lines of equations to copy down but reference to the next line of data on the other spread sheet instead of skipping down 15 lines and referencing that line of data.
