vlookup

hello to all and thanks for the help...I have a list of names and dept numbers...within the list i may have 20 to 30 names under one dept and what i would like to do is set up and data validation list and use a vlookup to copy all the names within that dept number to a new list so as to show only the names by dept...I.E
1001 jim
1001 john
1003sam
1003 toni
1006 john
1006 frank
the new list would only show all within dept 1001
1001
jim
john
