week number of the quarter and week number of the year for a broad cast calendar

I work in entertainment and media field and here there is something called Broad Cast Calendar which is very different from ISO standard calendar.
Here they make changes to calendar such that every month has almost same number of weeks and every week starts with a Monday and ends on Sunday.




I'm trying to find week number for that particular quarter and year ??


In broad cast calendar the quarter starts on 1st of October, if 1st of October falls on a weekend, the prior monday is picked as a First day of the quarter




Week start is always monday and end is sunday


what I'm looking for is example
for Q1 for year 2017 which is from sept 26 2016 - Dec 25th 2016 , Sept 26 2016 - Oct 2 2016 is W1
for Q1 for year 2017 which is from sept 26 2016 - Dec 25th 2016 , Oct 3 2016 - Oct 9 2016 is W2
for Q1 for year 2017 which is from sept 26 2016 - Dec 25th 2016 , Oct 10 2016 - Oct 16 2016 is W3
for Q1 for year 2017 which is from sept 26 2016 - Dec 25th 2016 , Oct 17 2016 - Oct 23 2016 is W4
for Q1 for year 2017 which is from sept 26 2016 - Dec 25th 2016 , Oct 24 2016 - Oct 30 2016 is W5
for Q1 for year 2017 which is from sept 26 2016 - Dec 25th 2016 , Oct 31 2016 - Nov 1 2016 is W6 and ...
