Weighted Averages for Scorecard

Hello All,

I am preparing a scorecard for 200 employees where the Resolve Per Hour (RPH) Target changed from 2.5 to 3.5 in middle of month. I need the help on calculating Production Efficiency % and achieved RPH when employees are working on different Resolve Per Hour target.

I have tried to use one formula but its giving an error.

I want to attach Excel file for reference, but I am unable to find any option to attach the file.
Please help me with this task.

The formula in question appears to be an array formula, which for anything other than Excel 365 needs to be confirmed with Control-Shift-Enter (CSE). Select the top cell with the formula that is not working, hit F2, and then Ctrl-Shift-Enter. The curly brackets should be automatically inserted (you don't insert by typing them). Then pull the formula down the spreadsheet.
