Weighted Grade

I have a tough question at least for me. I am trying to figure out a calculation that will help me with my son. My son is a Special Education student. when there is a test all of the children in his classroom have 20 questions, so each question is worth 5 points. Since my son is a special ed student his test is only ten questions. So if my child gets a question wrong thats 10 points off of his test. If the regular ed students gets a question wrong its only 5 points. Logically I know that because there is 20 questions instead of 10 questions but is there a way to approach a weighted average or a weighted grade so that even though my son only has 10 question to the regular ed's 20 questions the scoring system could somehow be the same. In other words my son gets 10 points when the answer is wrong but the Regular students get 5. Both add up to 100. Could this be possible???

By using a % grading scale, the scores would be comparable or independent of the number of ?'s.

You could make your son's test worth 50 points and the others' 100 points if you want to maintain the 5 pts per problem.

Mathematically is is not possible to have have 19/20 be equal to 9/10. To force any other system than a straight percentage system, implicitly states that your student will be graded according to a different standard.
As a teacher, I believe this is sometimes appropriate, but it depends on the circumstances involved. I do not believe making 9/10 = 19/20 would be fair. However, I have a compromise that may fit your situation.

What if we made wrong answers "hurt" your son's grade somewhat less than a regular student's grade. Maybe only 75% as much. If all parties involved were amenable, the following would achieve this goal.
