weighting percentages

If I have a number of marketing campaign 'cells' and mailed/call volumes for each cell, as well as sales for each cell, it is an easy thing, to produce a sales conversion for each cell.

However, if the mailed volumes vary hugely the sales conversion could be misleading. What is the best method of weighting my results to reflect the volume differences?

Yes! Type 1 in a cell. Hold down Ctrl while you drag the fill handle.
I envisaged using a 'factor' of some kind but don't quite see how this would work. I suppose an assumption for this problem is that the significance of sales conversion rates should correlate to the mailed volume of the cell.

I've drawn up some sample data to work on:
