Weird Excel problem converting value to TRUE

I have a spreadsheet where I am selecting a range (A5:E40)
in the active cell I type a number and then press Ctrl Enter to put that value in vevery cell.

When I do this it works exactly as expected EXCEPT in cells A7:A16 where it says TRUE instead.

There is no Sheet change event prompting this.
The cells are formatted the same, as General

This is not being created by a macro. Simply typing a number and then Ctrl Enter.

Any suggestions as what could be causing this anomaly.

this is in Excel 2010
