What is {}, @ and TABLE(A1,)?

Can you tell me please when we need to put {} around a formula and when @ before a formula?

Also, what does =TABLE(A1,) do exactly?

I cannot find a TABLE() function.

It's a data table, used for comparing the results of a model using lots of different inputs - in this case a 1 variable input table. See for example here: Data Tables in Excel
