What is wrong with this XML Ribbon File

The Custom UI Editor isn't making my Ribbons any more.

Here's a small sample. It's run before but doesn't now. It is verified by the UI Editor.

Excel Facts

Is there a tab called "TabBefore"? I couldn't find any reference to one.
