Hello webforyou, welcome to MrExcel,

Are the values you show in I11:I13 the ones you want to return? If so perhaps try this formula in I11

=INDEX(D$2:D$31,MAX(IF(A$2:A$31=G11,IF(C$2:C$31<=H11,ROW(C$2:C$31)))))

confirmed with CTRL+SHIFT+ENTER

copy down to I13
