Which year in the period

I am facing a question: How can I lookup the value depend on Which year in the period?. I have prepared clean data attached. I use date calculation but it doesn't work.

Could you help me to solve this. Thanks so much in advance.

Are the values you show in I11:I13 the ones you want to return? If so perhaps try this formula in I11

=INDEX(D$2:D$31,MAX(IF(A$2:A$31=G11,IF(C$2:C$31<=H11,ROW(C$2:C$31)))))

confirmed with CTRL+SHIFT+ENTER

copy down to I13
