Why does a CSV file when opened in Excel display strange text for Russian and Chinese language? How can I fix this?

Excel Facts

When they said...
When they said you are going to "Excel at life", they meant you "will be doing Excel your whole life".
Import them as unicode.
In the Text Import Wizard - select Delimited, and from the File origin drop-down list, select 65001: Unicode (UTF-8) (or the appropriate language character identifier for your particular environment).
In the Preview box, make sure that your unicode text displays properly, and then click Next.
