Win 7 Access 2007 missing menu item

If I open the app as a user I have no problems, the following menu appears:
File System Maintenance Payments Reports Help.
If I start the app as a developer (tap and hold the shift key)
I used to get the following menu:
Home Create External Data Database Tools Add ons
I would tap on Add ons and my menu would show up.
About a week ago when I opened in Developer mode the Add ons item
is missing.
Any insights are welcome.

Thanks for the reply.
Yesterday I spent most of the day trying to solves this, no joy
I googled as did you but while the headings in the results
include 'developer tab' all of the examples wrer for Excel and Word.
The only reason for me to have get the 'Add Os' item is to set breakpoints.
How can I work around this?
