I have a workbook that has a link to another workbook inside a sumif function. For some reason my I have to have the linked workbook open for my data to update.

When I open the workbook with the link, i am prompted to update the data, but the workbook returns nothing but #VALUE until I open the master.

???

That's the way SUMIF works. It doesn't work on external workbooks that are closed. Have you considered using a SUMPRODUCT formula instead?
