Worksheet protect acting strange.

I am trying to protect a worksheet so that users can only change unlocked cells. The following code was copied from the actual code.

Worksheets("Purord").Protect
Worksheets("Items").Protect contents:=yes
ActiveWorkbook.Save
End Sub

I expect the first worksheet to be totally locked. The second to be locked only for user input but in fact the users can navigate or change any cell. If I look under the review tab I see that the workbook is unprotected but the sheet is protected. Can somebody please help ? I am using Office 2016.

Spell Check in Excel
Press F7 to start spell check in Excel. Be careful, by default, Excel does not check Capitalized Werds (whoops)
Are the Cells locked (click the cells Format-Protection)?

If cells are not locked then the protection doesn't apply to them, is that the issue?

should be
