Worksheet protect acting strange.

I am trying to protect a worksheet so that users can only change unlocked cells. The following code was copied from the actual code.

Worksheets("Purord").Protect
Worksheets("Items").Protect contents:=yes
ActiveWorkbook.Save
End Sub

I expect the first worksheet to be totally locked. The second to be locked only for user input but in fact the users can navigate or change any cell. If I look under the review tab I see that the workbook is unprotected but the sheet is protected. Can somebody please help ? I am using Office 2016.

Some are locked and some are not.The range A3:A199 is not locked.

No its not. The problem is that the locked cells can be navigated to and changed even thou the worksheet indicates that it is protected.

Well to start with

Worksheets("Items").Protect contents:=yes

should be

Worksheets("Items").Protect contents:=[COLOR="#FF0000"]True[/COLOR]
