Worksheetfunciton.countif clarification

I have the code below running. It's suppose to look at range B15:E21, if there are any values in those cells the Message box should pop up. It's not working. Is it because I'm using Used Range?

           MsgBox Title:="Error!!", Prompt:="Your are trying to send notification that you have no unfunded issues, however, you have not cleared the data.", Buttons:=vbOKOnly + vbInformation

        End If
    End With

Hold down the Ctrl key while dragging tab for Sheet1 to the right. Excel will make a copy of the worksheet.
If you use UsedRange you are missing a dot before it:

however, this may not necessarily constrain the range to B15:E21, why not just use that range directly?

Perhaps COUNTBLANK?
