Wrong? Text Conditional Formatting

What am I doing wrong? If the cell has text in it (Type 2) I would like it to highlight the cell. Here are some of the formulas I've used:

=IF(TYPE(C9)=TEXT, C9, C9)
=IF(TYPE(C9)=2, C9, C9)

Now, it highlights all the numbers, but no text!

Try

=ISTEXT(C9)
