X-Axis stuck in middle of graph

My graph is using dates on the x-axis. I have the dates positioned at the bottom of the graph window, but the axis and tick marks are about 3/4 of the way up in the graph. What setting do I use to bring the axis and tick marks to the bottom. I have tried every setting I see in Excel.
