Don't have version 2016 but on other versions it's down near the bottom of the list simply called "Excel Add In"

It's not there. That's why I posted a link to a screenshot.

The weird thing, is I open Excel 2016 on another computer and XLAM is there. But on my computer, it is not. Could it be some type of permissions thing?

I did exactly the steps above and I only have 5 add ins available:
Analysis ToolPak
Analysis ToolPak - VBA
Euro Currency Tools
IIF Trasaction Creator Pro
Solver Add-In

I don't have an option for XLAM.

Any idea why that would be missing?

I have 2016 on an Office 365 subscription and the option to save as .xlam is in the save as file type list. It's not (and as far as I know doesn't need to be) in the add-ins list.

You're missing a few file types.. is this a company installed version of Excel? Could your IT dept. have limited your file types?

Have you tried saving programatically. try it on a copy, but the fileformat:=55
