XLSTART for macro enabled template

I have a macro enabled template HRL.xltm that I want to use instead of book1 . I have copied it into the XLSTART folder (C:\Users\xxxx\AppData\Roaming\Microsoft\Excel\XLSTART) but book1 still opens not this template. I have tried re-pointing the start up folder to another location where this template is also saved but that still does not work.

Is it because it is a macro enabled template not a plain one?
Am I using the wrong startup location?
????

How to create a cell-sized chart?
Tiny charts, called Sparklines, were added to Excel 2010. Look for Sparklines on the Insert tab.
You need to name the template Book.xltm.

THANK YOU. (I am sure I never needed to do this before excel 2013 - but that will just be my rubbish memory). I am probably confusing it with the template I open from my open new button.
