Advanced editor on for new posts, off for replies

In my General Settings, I have Enhanced Interface - Full WYSIWYG Editing selected.

When I create a new post, it looks like the enhanced editor is active. But when I reply to a post, it looks like it is not until I click on Go Advanced. Is there a way to make it always use the Enhanced Editor?
