Macro Needed: Delete row where specific cell <> 1 (and activate using toggle switch)

Hello All.

User makes a series of decisions on an tab INPUTS, which causes tab MODEL AV51:AV163399 to become 1 or 0, depending on user's decisions. User decision may cause as many as all rows to be 1, or as few as, say 20 rows to be 1. What I'd like is a macro that deletes all rows on MODEL tab where the entry in row AV is <> 1 (or is =0, since it is either 1 or 0), and I'd prefer the macro to be initiated when the user toggles from "NO" to "YES" in cell L4 from the INPUTS tab.
