Translating a range into individual numbers

Hey so I have a list of ranges (i.e. 00400-00599) with a corresponding number beside it (37 in this case).

I am wondering if there is a way to take these numbers and expand it to all be individual numbers so:
00400 37
00401 37
00402 37
etc all the way to 99499.
 
Roxxien yours works til about 30900 rows in where I get a runtime error and overflow. But thanks for posting your code, it helps wrap my head around what is being done. Thanks :)
