VBA Match Text With Different layout

Hello

I have two worksheets with data that I need to compare.

In sheet1 the data looks like this (screenshot below). Notice that the order of the values in column AG can change.

In sheet 1, I need to compare the names and their respective values with the names and values in sheet 2.
The data in sheet 2 looks like this (screenshot below). Notice that the names are broken out for each value.

If the two sets of data do not match I need to color the name in sheet 1.

Matching example:
Sheet 1: Todd 54, DC
Sheet 2: Todd 54, DC
or
Sheet 1: Todd DC, 54
Sheet 2: Todd 54, DC

Not matching example:
Sheet 1: Todd 54, DC
Sheet 2: Todd AB, 21
or
Sheet1: Todd N/A
Sheet 2: Todd 54, DC
