Highlighting cell comparing value with another cell

In the above table when I enter qty in C1, i need to compare with reference qty in B1 and then based on the % comparision the cell same cell (C1) to be highlighted like data bars (gradient color scale based on value).

for example : if i enter value in c1 as 1144 and then the cell C1 must be 50% highlighted (calculating c1 is 50% of b1)

Please guide.
