workbook wont save changes

I have a workbook that i use every day. i did some conditional formatting on a few cells that if the value is equal to the value on a different page the cell will turn a color. Everything works as it should until I save the workbook, It wont save the conditional formatting rules. I have no clue why or whats going on it just isnt in the workbook after i reopen it.

I have changed the file name, saved it on two different drives protected the workbook ect. but after exiting out of the book and reopening it my conditional formating rules are gone.

whats going on please?
