Right Click "Open A Copy" Option Gone

Win 7 Office 2016 Version 1710

How do you restore the "Open A Copy" option to the right click menu? Its no longer in my right click menu and and pressing N also doesn't work.

It was working fine this morning. Excel didn't crash. Also noticed its gone from Word also.

I already tried rebooting and shutting down over night. Also tried Repairing through the Control Panel, also didn't work. Don't have SnagIt or Dropbox on this computer. No one else has this problem.

Same problem on Win10, Excel version 1710, build 8625.2121
I noticed the problem in the last week.
