how do i format date with text in a formula?

Below is my formula and I need to format the date to the text I've added. I've tried using OFFSET((PIF_REPORT!$J$4,1,0,1,1),"mm-dd-yyyy") nothing seems to work. The date still loooks like 43060

How to change case of text in Excel?
Use =UPPER() for upper case, =LOWER() for lower case, and =PROPER() for proper case. PROPER won't capitalize second c in Mccartney
Try using the TEXT formula:

=TEXT('your formula here'<your here="" formula="">,"mm/dd/yyyy")

Just put in your formula that brings in the 43060 and make sure the quotes are around "mm/dd/yyyy". If you want it in "mm-dd-yyyy" then use hyphens instead of forward slash.</your>

You want to use TEXT, i.e.
TEXT(value you want to format,"mm-dd-yyyy")
