Count if a range of cell begins with a month

I have a date column formatted in mm/dd/yyyy
I have a chart that I want to automatically update as I enter data into the spreadsheet. Here's what I'm looking for help on:

Month	Jobs <tbody> </tbody>	Income
August	count if column A begins with 8	SUM column J if adjacent column A begins with 8 <tbody> </tbody>
September	count if column A begins with 9	SUM column J if adjacent column A begins with 9 <tbody> </tbody>
October	count if column A begins with 10	SUM column J if adjacent column A begins with 10 <tbody> </tbody>
November	count if column A begins with 11	SUM column J if adjacent column A begins with 11

<tbody>
</tbody>

What formulas can I use to accomplish this?

does it need to have the month number
otherwise use the date
=COUNTIFS(A:A,">="&B2,A:A,"<"&EDATE(B2,1))

in B2 - JOBS
put the month
1/8/17

then in B3
1/9/17

etc
